Human Resources/Operations Manager
ABOUT US:
The Community Health Center Association of Connecticut (“CHCACT”) is a membership association comprised of community health centers, all of whom provide comprehensive health care to the people of Connecticut and beyond. POSITION SUMMARY & FUNCTIONS:
This person will be responsible for managing multiple operational aspects of CHCACT including Human Resources, Contracting, Payroll and Special Projects/Facilities as assigned.
This position manages the HR function and back-office operations of CHCACT to ensure efficiency and high performance. He/she will implement HR best practices, recruit the right talent, and effectively and legally comply with HR policies and procedures. He/she will work in a variety of capacities to improve overall operations by streamlining processes, researching issues and identifying solutions for implementation.
The successful candidate must be curious, process oriented and always looking for new ways to improve operations. This position will work to continually improve CHCACT operations.
ESSENTIAL FUNCTIONS:
Human Resources (45%):
- Work with HR Consultant to ensure all policies, processes, and procedures are updated and maintained.
- Partnering with Hiring Managers, oversee the full employee life cycle, including recruitment, onboarding, performance management, and offboarding processes.
- Develop and implement annual performance review process, including goal setting, performance appraisals and feedback mechanisms.
- Identify training needs and facilitate/implement programs to enhance employee’s skills and competencies. Ensure compliance with mandatory trainings.
- Responsible for maintaining and interpreting policies, ensuring compliance with all policies, company processes and state/federal employment laws. Assist Managers /Supervisors to ensure policies and procedures are being enforced equally across CHCACT.
- Responsible for administration of CHCACT’s health and welfare benefit plans including compliance, renewal, open enrollment, change requests, benefit plan inquiries and communication to employees.
- Serves as point of contact for leave of absence questions; coordinates leave requests and claims administration including disability and worker’s compensation.
- Handles employment-related inquiries from applicants, employees, and managers/supervisors, escalates complex and/or sensitive matters to the appropriate staff.
- Lead process improvement initiatives to streamline HR operations and enhance efficiency.
- Partners with HR Consultant/legal counsel as needed/required when directed by CEO.
- Coordinates the quarterly Human Resources Directors’ Workgroup with membership.
- Performs other related duties as assigned.
Payroll (20%)
- Working closely with CHCACT Finance, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll.
- Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
- Prepares and maintains accurate records and reports of payroll transactions.
- Ensures compliance with federal, state, and local payroll, wage, and hour laws.
- Recommends updates to payroll processing software, systems, and procedures.
Contracting (15%)
- Working with CHCACT Finance and senior leadership and grants manager, responsible for creating an automated contracting process that is efficient, secure and user friendly.
- Responsible for maintaining all CHACT contracts and back-office subscriptions. Will regularly respond to inquiries from staff for contract or subscription information.
- Maintains relationships with grantors and contractors to strengthen relationships and problem solve when necessary.
- Develops and maintains a master file of pending, existing, and past grants and contracts.
Facilities/Special Projects (20%)
- Work with staff to identify and improve systems, software and processes.
- Actively identify areas for operational improvement, automation or increased efficiency.
- Work to assure CHCACT is visually appealing, clean and safe.
- Liaison with condominium management to assure facility is well maintained.
- Assures building systems are properly maintained for optimal performance.
QUALIFICATIONS:
- Must have a professional demeanor and the ability to lead groups and present materials effectively.
- Must have excellent written and verbal communication and interpersonal, negotiation, and conflict resolution skills. Able to communicate complex information clearly and succinctly, both in writing and orally.
- Strong computer skills, including Microsoft Office (Word, Excel, OneNote, PowerPoint, Outlook), Zoom and Internet.
- Excellent analytical skills and ability to proactively recommend effective solutions.
- Must be highly detail-oriented and have excellent organizational and time management skills.
- Ability to multi-task, manage and prioritize various and differing projects, as well as work effectively toward numerous deadlines.
- Show initiative in resolving issues/challenges proactively and identifying opportunities for improvement.
- Must possess and maintain a valid Driver’s License and must successfully complete a motor vehicle history check.
EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree required. At least three years of human resources experience required. Desire to become SHRM certified preferred. One to two years of payroll experience required. Knowledge of ADP preferred.
