Director of Clinical Services

The Clinical Services Director is responsible for the training and competency assessment of all clinical support staff.  Provides expert guidance and advice on all aspects of policy development, clinical protocols, critical incident reporting, regulatory submissions, certifications, and on-going regulatory compliance.  Develops procedures and guidelines.  Assists in provider/patient relations and standards of patient care. Advises medical staff in matters related to clinical services by performing the following duties personally or through subordinate staff.  Define and maintain facility standards in nursing care and practice in accordance with all regulatory requirements and accreditation standards.  Provides clinical orientation and education of Center staff.

Duties and Responsibilities

  • Maintain and improves job specific competencies and incorporates new knowledge into the Center’s medical locations.
  • Participate in the Center’s quality assurance and improvement efforts.
  • Manages the implementation of the organization’s employee health program
    • Coordinate employee health appointments, including pre-employment and annual requirements per state and federal guidelines
    • Conducts Respirator Fit Testing per organizational TB Risk Assessment and CDC guidelines
    • Conducts annual immunizations for influenza for all employees and
    • Investigates all employee bloodborne pathogen and communicable disease exposures
    • Maintains employee health records per state and federal guidelines
  • Manage and develop Infection Control and facilitates infection control meetings.
    • Infection Control risk management and quality assurance logs in accordance with state, federal, OSHA, and The Joint Commission requirements:
      • Quarterly infection control rounding
      • Quarterly infection control risk assessment
      • Annual sharps evaluation
      • Monthly hand hygiene compliance report
      • Monthly Respiratory FIT testing compliance report
      • Vaccines for Children monthly audit report
      • Monthly Flu Vaccination Rates (September to May)
    • Work collaboratively in the hiring process of new nursing personnel and make recommendations for employment of individuals.
    • Manage and develop training and competency assessments to the clinical support staff to ensure implementation of smooth patient flow, and appropriate patient and related records management and telephone protocols.
      • Train, evaluate, and assess competency including, but not limited to: medical assistants, phlebotomist, licensed practical nurses, and registered nurses
      • Promote customer service orientation to all organization personnel
      • Complete performance evaluations with Chief Operations Officer
      • Document any workplace violations that are not in accordance with Center policies and procedures and/or employee’s job description; recommend corrective action and enforce as necessary
    • Manage and develop quarterly record reviews and report findings and recommendations to Chief Medical Officer, Chief Operations Officer, and appropriate organization personnel.
    • Manage, develop strategic goals and objectives, and the formulation, revision, implementation, and evaluation of policies and procedures, as well as.
    • Assist the Chief Medical Officer and Chief Operations Officer in the planning, implementation and evaluation of in-service and continuing education programs
    • Collaborate with management, staff, and providers to conduct systems and program development and monitoring.
    • Work collaboratively with the Practice Administrator and Office Manager to maintain good patient/provider relations including handling patient complaints.
    • Manage and develop targeted programs in conjunction with the Chief Executive Officer, Chief Medical Officer, and Chief Operations Officer.
    • Participates in weekly meetings with staff.
    • Complies with accepted professional standards and principles.
    • Participates in public relation and community activities that promote the Center’s role as an effective member of the health care delivery system
    • Manage and develop compliance with Connecticut Department of Health Services regulations, including yearly licensing requirements, and OSHA regulations.
    • Manage and develop clinical and infection control risk assessment and mitigation activities.
    • Work collaboratively with the Center’s grant applications development including, upon request, drafting written materials for inclusion
    • Compile year end infection control and safety evaluation reports to the Performance Improvement Committee and Board of Directors.
    • Complies with all infection control policies and procedures outlined by the organization in accordance with professional, state, and federal guidelines.

Risk Management:

  • Ensures staff education is documented for the following policies: Look Alike Sound Alike Medications Policy, High Risk Medication Safety Policy, Approved Abbreviations Policy, Medication Safety Training Policy, Anticoagulation Policy, Clinical Guidelines Policy, Midwifery Practice Protocol Policy, Aseptic Technique Policy, Autoclave Sterilization Policy, Bloodborne Pathogen Exposure Policy, Cleaning and Disinfection of Transvaginal Transducers Policy, Employee with Suspected Infectious Diseases Policy, Infection Control Policies, Airborne Precautions, Contact Precautions, Droplet Precautions, Neutropenic Precautions, Standard Precautions, Statim Sterilization Policy, CLIA Waived Testing Policies
  • Complies with competency validation for the following policies – Competency Assessment and Performance Appraisal Policy; see policies on the various CLIA-waived tests, Infection Control Policies, Provision of Care Policies that have competencies attached to them

 

Performance Goals:

  • Conducts/coordinates mandatory trainings for 100% of assigned staff annually and documents in the personnel record.
  • Completes annual competency assessments for 100% of assigned clinical support staff, or more frequently as required by law or based upon individual needs.
  • Completes orientation of 100% of new staff members within 90 days of hire and documents training and competency in the personnel record.

 

Qualifications

 

Education:

  • Registered Nurse license to practice nursing in the State of Connecticut
  • Graduated from an accredited registered nursing program approved by the Connecticut State Department of Health
  • Basic Life Support certification.

 

Skills & Experience:

  • 5-10 years of clinical experience preferred
  • Demonstrate knowledge and application of principles of fire safety, infection control, hazardous communication program, universal precautions and general safety.
  • Supervisory/leadership experience
  • Experienced infection control education and supervision
  • Experience with Department of Public Health and Joint Commission compliance and regulatory issues preferred
  • Attention to detail
  • Computer skills (Microsoft Office suite; electronic medical records).
  • Ability to work as part of a multidisciplinary team
  • Effective communication skills (verbal and written)
  • Listening skills
  • Customer service skills
  • Valid Connecticut driver’s license and insurance
