Chief Medical Officer (CMO)
The Chief Medical Officer (CMO) directs and coordinates all health center clinical activities regarding the
delivery of health services and serves as a member of the senior management team. The CMO is
responsible for establishing, maintaining, and enforcing acceptable professional and ethical standards of
the center’s medical staff according to its policies, procedures, philosophy, and objectives. Assists the CEO
in assuring that the center meets all related local, state, federal, and accrediting-body rules and regulations.
Coordinates and directs patient care in the facility according to adopted policies/procedures, state and
federal regulations, and accepted accreditation standards.
Essential Duties/Responsibilities:
Responsible for clinical quality initiatives throughout the health center, including best practices arising
from evidence-based medicine standards.
Responsible for monitoring and improving the quality of the patient experience, as measured by
regularly administered patient satisfaction surveys.
Responsible for reviewing chart notes and chart structure, to ensure compliance with charting
standards and recommendations published by the Bureau of Primary Care (BPHC) regarding problem
lists, documentation of allergies, medications, key variables for patients with chronic conditions.
Responsible for leading the health center’s internal health disparities projects; will develop and review
internal epidemiologic data, make recommendations, and implement interventions designed to reduce
key disparities.
Responsible for integration of employed practitioners in adult medicine with Norwalk Hospital’s
residency program, ensuring that health center goals are met and that the residency program serves
the needs of adult patients and the health center’s objectives.
Will establish clinical competencies, as needed, to ensure compliance with Joint Commission
standards throughout the health center.
Works with providers in each medical service (Adult medicine, pediatrics, OB/GYN) to ensure best use
of support skills (nurses/medical assistants), superior patient flow, and quality teaching through
supervised nursing education.
With the Chief Executive Officer, designs and delivers annual orientation sessions to all adult medicine
residents rotating through the health center.
Plans the health center’s participation in on-site instruction of interns, resident physicians, and allied
health personnel.
Presents to the Board of Directors monthly on issues relating to the clinical management of the health center.
Reviews and evaluates clinical patient population data to identify population-based deficiencies in care;
develops and implements standards of care designed to correct deficiencies, and audit systems to
assure success.
Acts, with Chief Executive Officer, as liaison to are hospital, health department, and community
providers to foster good relationships and continuity of patient care.

Knowledge of modern national trends in hospital technology, quality, and patient safety
Skilled in effectively handling multiple conflicting assignments, demands, and priorities
Skilled in influencing physician behaviors; partnering and problem solving with physicians and
administrative leaders within multiple clinical areas and among members of the medical staff; navigating a
highly matrixed organizational structure with skill and efficiency; analyzing complex financial/statistical data;
maintaining a high level of organization with strong attention to detail in order to respond quickly to varying
situations
Proven experience implementing a continuous improvement culture

Position Requirements:
Education
Medical Doctorate or Doctor of Osteopathy degree
MBA, MHA, MPH preferred
Certifications/license/registration:
Licensed in the State of CT as a physician
Board certified in Credentialed discipline
Active DEA number
BLS/ACLS Certification
Experience:
Experience in ambulatory health care settings, preferably community health centers. Must be familiar with
national, regional, and state health policy issues; evidence-based medicine; health disparities; and must be
committed to the values and goals of community health centers. Must demonstrate clear evidence of ability
to lead physicians and other providers; see patients efficiently and timely; demonstrate strong abilities to
effectively use the electronic health record; demonstrate ability to work well with eHealth Information
Management to improve and expand effective use of the electronic health record. Must be familiar with and able to assist with major state and national initiatives like Meaningful Use and Patient Centered Medical Home.

Working Conditions
Normal ambulatory care working environment. Sitting, standing and walking approximately 80% of
the time. A medium to high level of manual dexterity required. Bending and reaching required.
Normal overtime/extended work hours.
