The Director of Adult Outpatient Services provides clinical and administrative oversight of adult outpatient integrated care services, in collaboration with senior leadership. The adult outpatient programs serve adults with complex mental health and substance use care needs, including adults receiving medication assisted treatment services. The Director ensures the delivery of high quality services to adults and provides supervision with the focus on use of evidenced based practices and a recovery focused model of care. The Director works collaboratively with senior leadership on program development and implementation of new models of treatment across outpatient and Federally Qualified Health Center (FQHC) sites. The Director establishes and maintains positive relationships with internal and external key stakeholders. The Director supports positive staff development and adherence to agency and other regulatory policies and protocols.
EDUCATION AND EXPERIENCE/QUALIFICATIONS
Master’s or Doctoral degree in Psychology, Social Work, Marriage and Family Therapy, or Counseling plus at least 5 years experience with behavioral health service delivery to children, adolescents, and families. Supervisory and program management experience is also required.
Credential(s) Required: Connecticut LCSW, LPC, LMFT or Psychologist license required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides clinical oversight and leadership to adult outpatient services programs serving adults by implementing, promoting, and sustaining evidenced based and best practice models of prevention, intervention, and treatment.
Provides consistent supervision and support to Program Managers, Associate Directors, Supervisors and staff.
Works with senior leadership, Supervisors, and staff to ensure active strategizing to meet contractual requirements regarding access to care, utilization, and positive outcomes.
Assists with budget development and manages program expenses to budget.
Recruits program staff, and addresses retention and disciplinary issues as needed.
Ensures program compliance with accurate and timely weekly, monthly, and/or quarterly data collection and submission requirements.
Submits all required documentation and reports in a timely manner, and participates in and promotes quality improvement and outcome measurement activities.
Serves as role model for Program Managers, Associate Directors and staff to promote strong work ethic and adherence to model specific approaches.
Provides coverage for Program Managers responsibilities and program on-call coverage in accordance with departmental program practices.
Assists in the development and implementation of new programs/services to enhance the continuum of care for at risk adults across all outpatient and FQHC sites.
Interfaces and collaborates with funders, and other community stakeholders to support positive system development and to promote Wheeler Clinic’s reputation as an innovative, quality service provider and federally qualified health center.
Maintains required licenses, certifications, attends required training seminars, and assists with arranging and monitoring the staff training schedule to ensure that training needs are being met.
Effectively implements and ensures staff and program adherence to organizational policy and procedure, regulatory, accreditation, contractual, and licensing requirements.
Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
Demonstrates leadership by reinforcing positive behavior and promoting recognition through the use of effective employee evaluations, employee appreciation, effective hiring practices, and accountability.
