Connecticut State Loan Repayment Program (CSLRP)

Background

The Connecticut State Loan Repayment Program (CSLRP) was created in 1990 under the authority of the Federal Public Health Service Act, Section 338B, and the Connecticut General Statutes, Section 19a-7d. It was designed to assist and address the growing problem of access to health care by focusing on recruitment and retention of primary health care professionals in community health centers that are federally designated as Medically Underserved and as a Health Professional Shortage Area. This program represents a joint state and federal effort to improve access to essential preventive and primary care services for the poor, uninsured, minorities and other special populations.

Program Requirements

To apply for the Connecticut State Loan Repayment Program (CSLRP) all providers must be currently employed or will be employed on a full-time basis at a community health center, in a federally designated health professional shortage area (dentists must work in a dental health professional shortage area). While employment at an eligible community health center is required for this program, it is not a guarantee of acceptance into the program. Applications are available through Human Resources at the community health center where the provider is currently employed or will be employed.

Primary care clinicians that are eligible for participation in the Connecticut State Loan Repayment Program (CSLRP) include:

Providers render services regardless of the patient's ability to pay, offer a sliding fee scale for patients, and accept Medicare and Medicaid assignments as full payment for services.

Providers who have a current service obligation with any federal or other state agency will not be eligible to participate in the Connecticut State Loan Repayment Program.

Providers must be U.S. citizen with a valid, unrestricted Connecticut license and/or certificate to practice.

Clinicians continue to pay their loans each month and must provide statements of payment history or cancelled checks as proof of payment in order to receive reimbursement at the end of each quarter.
